MARYVILLE – On Friday, July 10, 2026, the Blount County Clerk allegedly falsified government records by releasing another “Ghost Resolution.” Tennessee Truth had earlier reported on the Ghost Alcoa South Plant Acquisition resolution, which also violated sponsorship rules.

The Clerk has been processing requests from unidentified individuals who lack sponsorship authority, assigning control numbers to resolutions, and adding them to official meeting agendas.

This time, the Clerk listed County Commissioners Nick Bright and Mike Caylor as sponsors of the Pellissippi Parkway Extension resolution, even though neither had submitted it as required by County Commission rules.

Tennessee Truth is still investigating the original source of these Industrial Development Board supported resolutions.

Bright plans to demand his name be removed from the PPE resolution before the July 16 Commission meeting. Notably, he voted “NO” on the project twice on July 9 (Budget and Workshop meetings) yet was named a sponsor without his knowledge or permission.

According to Commission rules, resolutions can’t be given control numbers, placed on agendas, debated, or voted on without being submitted by the Commissioner sponsor along with one other co-sponsor commissioners’ name. The Sponsor must submit a proposed resolution one calendar week prior to the date of the meeting
